Anyone can buy a contact list. The question that matters is where each fact came from and when, because the first time somebody asks how you know something, the answer has to be better than that it was in a spreadsheet. Every fact here carries its source and its date, and nothing can be queued for outreach until it has passed a check standing in front of it. A contact with no provenance is a liability rather than an asset, and the whole design follows from treating it as one.
